MINUTES OF RYDE TOWN COUNCIL’S PLACE AND NEIGHBOURHOOD COMMITTEE HELD ON TUESDAY, 17 MAY 2022 AT 7.00PM IN RYDE METHODIST CHURCH,


Members Present: Cllr Simon Cooke (Chair), Cllr Michael Lilley, Cllr Karen Lucioni, Cllr Richard May, Cllr John McLagan, and Cllr Malcolm Ross.


Also in Attendance: Jon Baker (Committees Coordinator), Ian Boyd (Arc Consulting), Chris Turvey (Place and Neighbourhood Officer).

PUBLIC QUESTIONS


Q. A member of the public asked why the word “Planning” had been removed from the renamed committee. This could be regarded as being misleading to members of the public and the Town Councils website also appeared confusing with no obvious indication as to where planning applications would be listed on agendas and minutes.


A. The Chair advised that the committee restructure, which also included the renamed committee in the covering report, was agreed at Annual Council on 9 May 2022. It was however noted that members could, should they feel minded to do so, propose to add the word Planning to the committee title. However, this was not within the gift of the Place and Neighbourhood Committee to agree and would therefore need to be formally proposed and approved by all Ryde Town Council members at the next meeting of Full Council.


Regarding the website, the Committee Coordinator would investigate better identifying how agenda and papers pertaining to planning matters could be easier found for users.


Q. A question was asked whether any review of the Ryde Place Plan would include Binstead as well as consider the possibility of including neighbouring Fishbourne. Should this be the case, Fishbourne Parish Council would welcome the opportunity to make any contributions.


A. It was noted that any review of the Place Plan would include looking at all of Ryde’s surrounding communities.


Q. A question was asked on who would replace the outgoing High Street Heritage Action Zone (HSHAZ) Project Manager.


A. The current HSHAZ Project Manager for Newport would also oversee Ryde’s HSHAZ, but there would also be additional Project Officers to specifically look at Ryde’s requirements.


Q. A member of the public asked if Ryde Town Council could look at raising concerns around the train service now only operating an hourly service which was impacting on connections to the passenger ferry from Ryde Pier Head to Portsmouth Harbour.

A. It was noted that Ryde had and would continue to have a dialogue with the Isle of Wight train operator South Western Railway and would raise the concerns of Ryde residents about the level of service. The Town Council would also communicate with Wightlink and Hovertravel around providing possible later services to enable Island residents to journey back from the mainland later than the current 8.20pm and 8.30pm last services.


66/22 APOLOGIES


No apologies had been received, but it was noted that Cllr Charles Chapman had contacted the Chair to request that his resignation from the committee be accepted, which it duly was. This therefore meant that there was a vacancy on the committee which would be addressed at the next meeting of Full Council. Cllr Chapman also advised that he would be willing to be utilised as a substitute as outlined in the revised Standing Orders, approved at Annual council on 9 May 2022.

Cllr Lilley nominated Cllr Malcolm Ross as Vice Chair which was seconded by Cllr John McLagan.

The minutes to the previous meeting of the Planning, Regeneration and Environment Committee held on 26 April 2022 were reviewed.

THAT, the minutes to the meeting held on 26 April 2022 were approved as a true and accurate record and were signed off by the Chair.

72/22 PLACE PLAN REVIEW


The Town Council’s advisor on the Ryde Place Plan provided members with an overview of the current Place Plan, highlighting its purpose and key issues and advised members on ways forward.

It was then proposed by officers that to progress a review of the Ryde Place Plan, a Working Group (to be known as the Ryde Place Plan Working Group) would need to be established to Identify any areas and elements within the plan that would benefit from more extensive and targeted detail.


The formation of the Working Group was then proposed and seconded, and the following was:


RESOLVED:


THAT the formation of the Ryde Place Plan Working Group be agreed.


Members were then presented with a proposed Terms of Reference for consideration.


Regarding its membership, it was suggested that the inclusion of the Community Development Officer be added. Membership would therefore be as follows:



The Ryde Place Plan Working Group Terms of Reference was then proposed and seconded, and the following was:

THAT the Ryde Place Plan Working Group Terms of Reference be agreed.


It was then necessary to select the three committee members who would join the Chair on the Working Group. After a show of hands, it was:

THAT the election of Cllr Malcolm Ross, Cllr John McLagan, and Cllr Richard May to the Working Group (along with Cllr Simon Cooke as the Place and Neighbourhood Committee Chair) be agreed.


Nominated members of the public would be sought following the meeting.

Proposal: Proposed single storey rear extension and decked area.

Members considered the application and noted that there had been no objections from any statutory consultees or from members of the public.

Members noted the minutes and decisions for the HSHAZ Steering Group and Ryde Regeneration Working Group meetings held on 17 January 2022 and 2 March 2022.
