Report Title: | New Decking for Ryde Marina |
Context: | Value of contract exceeds £25,000 |
As identified in the business plan the pontoon decking is in a poor state of repair and needs immediate replacement. The IW Council have under invested in this for many years, only buying small orders of timber when essential to replace the very worst areas.
The cost of hardwood decking has risen to such an extent that the cost of replacing with hardwood is prohibitive.
Modern alternatives, which outperform hardwood in terms of slip resistance and durability are now available and I have obtained prices commensurate with RTC’s procurement rules from various suppliers.
RTC procurement rules state that contracts must be advertised on contract finder, however this process returned no replies.
Quotes were then sought from 3 mainland suppliers of “fibregrid” which is the industry leading decking replacement. This alternative product is used by the RNLI on their pontoons at Poole and I have included quotes from them below.
The redecking of the pontoons at Ryde Marina is included in the Business plan and the funding to pay for it is available through a Public Works Loan Board loan which has been drawn down and is ready to finance this work.
This contract has come to this committee as a result of its value which exceeds the amount which can be agreed under delegated authority by the clerk.
There are no implications to RTC’s budget as this work has been funded entirely through Ryde Marina income which will service the PWLB loan.
See below the various quotations, chosen option coloured orange.
Company | Decking | Fixings | Carriage | Total |
Fibex | £33,440.00 | £8452.00 | £1,500 | £43,392.00 |
Fibregrid | £30,624.00 | £6776.00 | £0.00 | £37,400.00 |
Relinea | £45,335.53 | £6728.44 | £1,000 | £53,063.97 |
Fibregrid are a market leader in this field and have supplied the lowest quotation. I recommend that the contract to supply the new decking should be awarded to Fibregrid.
RTC staff will be installing the new decking as it will come cut to size from the supplier.
