RYDE
TOWN COUNCIL
Briefing Note To: Meeting of the Full Town Council – 5 September 2022
Proposer: Councillor Michael Lilley
Proposal: That the Town Council resolves to:
Proposal By Way of Notice of Motion
1. Support a funding application by University of Portsmouth Architecture Department
to establish a community-led/engagement project to establish a sustainable plan for
St.John’s Park and Wood.
2. Support the RTC St.John’s Park/Wood working group to work with local residents,
ward councillors, Natural Enterprise, St. John’s Trust and University of Portsmouth
in leading on the development and implementation of the plan.
Background:
Ryde Town Council has approved the purchase of St. John’s Park and Wood and has
budgeted for the purchase and maintenance in 2022/23 budget. However, RTC currently
lacks capacity and possible extra funding needed to fully implement the project. The
involvement of University of Portsmouth Architectural department will enable RTC to
access additional funding, expertise, and human resources to develop a strong
sustainable plan, engage residents, and implement RTC’s approved commitment.
Budget Implications
Advice may be sought from RFO
The project is already budgeted. University of Portsmouth involvement will enable the a
substantial part of current St. John’s budget to be moved to 2023/24 with still starting the
development of the project in 2022/23. It will enable real community engagement as it
through the UoP have access to capacity and human resources and therefore minimise
pressure on RTC staff team.
Legal Powers
Advice may be sought from Clerk
RTC has a MOU agreement with University of Portsmouth.
